Grants Program Overview
A functional activity of the Foundation is awarding grants to nonprofit organizations including governmental agencies. Currently the Foundation has a special interest in education in all its aspects. The Foundation encourages collaborative efforts and integrated, comprehensive concepts.
Funding Policies
Grants are made only to nonprofit charitable organizations which are tax exempt under Section 501(c)(3) of the Internal Revenue Code (the "Code"), or to public governmental units. Generally, grants are limited to projects that benefit the population of the Congressional district Frank H. Buck represented in the 1930's — Napa, Solano, Yolo, Sacramento, San Joaquin, and Contra Costa counties.
The Foundation's preference is to support new initiatives, special projects, expansion or improvement of current programs, and capital improvements, including new construction or renovation. The Foundation ordinarily does not consider support for annual campaigns, sectarian religious activities or for endowments.
Grants are usually awarded for one year only. Projects in which the Foundation has a special interest may be granted multi-year funding, or even operating support, in special circumstances.
Only one grant application may be submitted by an applicant in any twelve-month period. Grantees are required to submit an evaluation report to the Foundation within twelve months of receipt of funding. This evaluation should re-state the original intent, describe the evaluation standards and process, and conclude as to the efficacy of the grant in the organization's progress toward its objective.
Review Process
The Foundation's Board meets twice annually to consider grant requests — in the Spring and the Fall. Applications must be received by January 15 or July 15 to be considered for the Spring or Fall meetings, respectively.
Applicants are welcome and encouraged to discuss their proposals with the Foundation's staff. Upon receipt of the completed application, the staff may request additional information or ask that a staff member and/or a Board member make a site visit. Members of the Foundation's Board prefer not to be contacted directly.
